I am an Associate Professor and Director of Graduate Programs at the Alberto Lleras-Camargo School of Government of Universidad de los Andes, in Bogotá, Colombia. I am also an Affiliate Professor of the Public Administration Division of the Centro de Investigación y Docencia Económicas, CIDE in Mexico City. I received a PhD in Public Administration and Policy from American University in Washington DC and a Master in Public Policy from The London School of Economics and Political Science (LSE).
My work aims to help making public organizations work and to contribute with regional development, particularly in the context of Latin American countries. My areas of interest and research are public management and policy analysis, organizational behavior, HR, and public employment, corruption and transparency, decentralization, metropolitan governance and local government, and public affairs education. My research has been published in key public administration and policy outlets. I have also been editor and author of a number of books on public employment and human resources in the public sector, as well as in policy analysis and local government. I teach courses related to public management and administration, policy analysis & implementation, decentralization & local government, and transparency & corruption.
I am currently member of the executive council of NASPAA (Network of Schools of Public Policy, Affairs, and Administration) and the Inter-American Network of Public Administration Education – INPAE. I am also part of the editorial boards of Public Administration (UK Journal), Public Administration Review (PAR), Asia Pacific Journal of Public Administration, Korean Journal of Public Policy, and Gobernar Journal. I am currently editor of Gestion y Política Publica journal (Mexico), Associate Editor for International Outreach of the Review of Public Personnel Administration (ROPPA) and co-convenor of the Special Interest Group in Public Sector Human Resource Management of IRSPM. I have previously served as board member of the International Research Society for Public Management – IRSPM and have been recently selected to be part of the American Society for Public Administration (ASPA) Ad Hoc Pandemic Committee.
My previous work experience includes different practitioner positions in public affairs and policy analysis with the national government of Colombia, the private and nonprofit sectors. I have also served previously in academic and executive positions at Pontificia Universidad Javeriana and Universidad Icesi, both in Cali, Colombia. I have also taught at other Colombian universities such as Universidad del Magdalena, Universidad Autónoma de Manizales, Universidad del Norte, Universidad de Antioquia, and Universidad EAFIT.
I like rock and electronic music. I am a full-time salsa lover (and dancer) and a sporadic volleyball player. Born in Bogotá and then “reborn” in Cali, Colombia, a city which I call home and which I have loved from the beginning of time. Also in love with other places like London, Washington DC, and Santa Marta, cities in which I have been lucky enough to live in. Besides that, I call myself an amateur urban photographer who loves to capture images of people and cities in their day to day life. I (from time to time) try to watch tennis, baseball (Go Nats!), basketball, and football soccer. Usually enjoy reading, hiking, and just sitting on the shore. I am the number one fan of a great dog named Jack.
