I am Associate Professor of Public Administration and Policy and Graduate Programs Coordinator at Florida Atlantic University (FAU), School of Public Administration in Boca Raton, FL. Also, I am Affiliate Professor and Researcher at the School of Government of Universidad de los Andes, Colombia and Affiliate Professor of the Public Administration Division of Centro de Investigacion y Docencia Económicas, CIDE in México City.

I received a Ph.D. in Public Administration and Policy from American University in Washington DC, and a Master’s in Public Policy from the London School of Economics and Political Science (LSE), after getting degrees in Economics from Universidad de los Andes and Universidad Nacional de Colombia.

Prior to joining FAU I was Associate Professor and Director of Graduate Programs at the School of Government of Universidad de los Andes in Colombia. My previous work experience includes different positions in public affairs and policy analysis with the government of Colombia, the private and the nonprofit sectors. I have also previously served in academic and executive positions at a number of top-ranked universities in Colombia and Latin America.

My teaching and research aims to help make public organizations work better and, through it, I intend to contribute to institutional capacity improvement and regional development, particularly in the context of Latin American countries. My areas of interest are public management and policy analysis, organizational behavior, corruption and transparency, multilevel and local governance, and public affairs education.

I have published several books, articles, and book chapters on management and public policy issues, and my research has received recognition from the Association for Public Policy Analysis and Management (APPAM), the International Comparative Policy Analysis Forum (ICPA), and the Journal of Comparative Policy Analysis. My works have been published in journals such as Public Management Review (PMR), Policy & Society, Public Administration Review (PAR), Teaching Public Administration (TPA), International Journal of Public Administration (IJPA), Journal of Comparative Policy Analysis, and Journal of Development Studies, among others. I teach courses related to public management and public administration, policy analysis & implementation, decentralization & local government, and transparency & corruption.

I currently serve as a associate editor of the International Journal of Public Administration and the Journal of Policy Studies, and I am member of the American Society for Public Administration (ASPA) Ad-Hoc Committee for the COVID Pandemic. Besides, I am an associate editor of Gestion y Política Pública journal (Mexico), editor of international outreach Review of Public Personnel Administration (ROPPA), member of the editorial boards of Public Administration Review (PAR), Asia Pacific Journal of Public Administration (APJPA), Public Administration (UK), Gobernar Journal, Journal of Policy Studies, and co-convenor of the Special Interest Group in Public Sector Human Resource Management of IRSPM. I have previously served as a board member of the International Research Society for Public Management – IRSPM, the executive committee of NASPAA, and the Inter-American Network of Public Administration Education – INPAE, among others.

I like rock and electronic music. I am a full-time salsa lover (and dancer) and love playing volleyball and riding a bike. Born in Bogotá and then “reborn” in Cali, Colombia, a city which I call home and which I have loved from the beginning of time. Also in love with other places like London, Washington DC, Fort Lauderdale and Santa Marta, cities in which I have been lucky enough to live. Besides that, I call myself an amateur urban photographer who loves to capture images of people and cities in their day-to-day life. I (from time to time) try to watch tennis, baseball (Go Nats!), basketball, and football soccer. Usually enjoy reading, hiking, and just sitting on the shore. I am the number one fan of a great dog named Jack.
